Posted on August 9, 2023 · William Cooper, who previously advised plaintiffs in a U.S. Supreme Court case upholding Section 2 of the Voting Rights Act, called the 2021 redistricting plan by Galveston County’s Republican leaders one of the most extreme examples he’d ever seen of an attempt to eliminate Black and Latino political representation.
