Tesa Rutherford, 21, and her fiancé, Brandon Olivarez, 22 recently moved to Rockport, where they lost everything to Hurricane Harvey. When they went to check on their property, they found a puppy, rescued him and named him Harvey. They took shelter at the Wilhelmina Delco Center emergency hurricane shelter in Austin on Aug. 29.
