On Tuesday’s Houston Matters: Drunken driving arrests are up nearly 75 percent in the first six months of the 2019 compared to the same period last year, according to the Houston Police Department. But that doesn’t necessarily mean more drunk drivers are on the road. Chief Art Acevedo says there's been a concerted effort to step up enforcement.

That's one part of the equation, but what other steps can be taken to reduce the number of people driving while intoxicated in Greater Houston?
