In a recent report, Houston's homeless population decreased by 54%. Sandra Guerra Thompson is Director of the Criminal Justice Institute at the University of Houston Law Center. She explains why Houston's homeless population is shrinking.

"Houston has implemented smart technology designed to help nonprofits coordinate efforts," Professor Thompson said. "But there's much more we need to do. No one organization can tackle this problem alone. Local government and business leaders, universities and nonprofits need to join forces."

Thompson also says prevention rather than punishment more effective. "At risk populations have better outcomes with proactive measures," she said. "People benefit from guidance in securing health services and job skills training. Laws that criminalize homelessness tend to backfire and exacerbate the challenges this population faces."
