Mega sporting events, like the FIFA World Cup and the Olympics, appeal to host cities desiring international recognition, but they can also cause significant negative impact. Gina Warren, with the University of Houston Law Center, is an expert in energy policy and regulation and discussed how cities can manage these issues.

"Have a framework in place to ensure true local community participation on an ongoing basis," Professor Warren said. "This framework does not need to be formal, but requires early analysis of the project's environmental and human costs, so that the community members can help identify and address these impacts instead of simply sweeping them under the rug."

"At a minimum, the framework should identify the community to be consulted early in the process," Warren continued. "Also, require full disclosure and process transparency, including sustainability goals to address immediate and future impacts."
