Former Texas DPS trooper Lee Ray Boykin found guilty of using authority to sexually assault women, prosecutors say

A jury determined that Boykin deprived two women of their rights when, while on duty as a law enforcement officer in August 2020, he coerced them to perform oral sex in a parking lot in Houston.

A former Texas state trooper in the Houston area was found guilty of sexually assaulting two women while on duty in 2020, according to federal prosecutors.

Lee Ray Boykin Jr., 33, of Spring, was found guilty last Friday of two counts of deprivation of rights under the color of law and two counts of destruction, alteration or falsification of records in a federal investigation, according to the United States Attorney's Office for the Southern District of Texas. He is scheduled to be sentenced April 4 and faces a maximum penalty of life in prison, the attorney's office said.

A jury determined that Boykin deprived two women of their right to bodily integrity when he used his authority as a Texas Department of Public Safety officer to commit aggravated sexual abuse against one woman and kidnapping against the other. Both victims testified in court that Boykin made false accusations against them before forcing them to perform oral sex on him in the same secluded parking lot during separate incidents in August 2020, according to the attorney's office.

"We rely on our police officers and federal agents every day to serve and protect," U.S. Attorney Alamdar S. Hamdani said in a news release about the case. "This lone officer, however, used his authority to stalk and prey on his victims for his own sexual gratification."

The attorneys listed for Boykin in federal court documents did not immediately respond to an email Tuesday seeking comment.

According to charging documents filed in court, one of the victims told investigators she was sitting in a friend's car at a gas station on the night of Aug. 3, 2020, when Boykin pulled up behind them with his patrol-vehicle lights activated, told the woman she had outstanding traffic warrants and asked the friend to go on without her. The woman was then asked to get into the front passenger seat of Boykin's patrol car, and they drove to a dimly lit parking lot at 10700 North Freeway, where Boykin asked the woman for oral sex and she agreed because she was scared, according to court records.

Another woman told investigators that, four days later, she and her husband had been panhandling near the intersection of the North Freeway and West Mount Houston Road when she got a ride from a friend to the motel where they were staying, court documents show. The woman told investigators they were pulled over by Boykin, who asked her to get out of the vehicle, falsely accused her of being a prostitute and had her get in the front passenger seat of his patrol car, according to court records.

Boykin told the woman he was going to take her back to the intersection where she was panhandling, the woman told investigators, but instead took her to the secluded parking lot near the North Freeway, where he forced her to perform oral sex, court documents show. Afterward, the woman told investigators, Boykin told her to run while he had his hand on his gun, according to court records.
