Houston's Technology Center is forming a new partnership with Russia. The HTC says its new program with Moscow's Skolkovo Foundation will open up opportunities for Houston to exchange technological ideas with Russia. Officials say this means new jobs for Houston and a chance for small businesses in technology to promote themselves abroad. We'll talk with two officials about what this partnership means for Houston, and how some small businesses in the Bayou City can benefit from it.
