The City of Houston recently filed a brief with the Texas Supreme Court in support of Laredo’s plastic bag reduction ordinance.

The Texas Supreme Court is set to hear arguments Thursday (Jan. 11) over a ban on plastic bags in Laredo. The case could pose a danger to such bans in several cities across the state. Houston, however, doesn't have such a ban in place. Why?
