Recently, Lt. Governor Dan Patrick said “people are happy with their governments at their state level, they’re not with the city.”

A 2016 poll from Gallup suggests the opposite. So what’s really the case? Are people in Houston more satisfied with their local government or the state government?

That question is just the latest in a power struggle between state and local governments in Texas. We discuss that and the history of interaction between state and local governments with Mark Jones of Rice University.
