Earlier this month, State Rep. Garnet Coleman announced the beginning of an effort to change the name of Houston’s Dowling Street to Emancipation Avenue. Dowling Street was named after Richard "Dick" Dowling, who fought for the Confederacy during the Civil War.

But who exactly was Dick Dowling? Dr. Caleb McDaniel, associate professor of history at Rice University tells us more. Then we talk with Rep. Coleman about his proposal to rename Dowling Street.
