Prostitution is an ongoing problem in Houston. Law enforcement knows it. Recently, HPD arrested 20 prostitutes. But to really make inroads into addressing sex trafficking and exploitation, law enforcement is refocusing efforts away from prostitutes, and towards their buyers.
