Legislation recently filed in the Texas House would create an incentive payment system for school districts offering full-day prekindergarten programs. The measure provides additional state funding for districts that agree to adopt a number of policies for those programs. Almost half of school districts in the state currently fund full-day programs, even though the state provides funding for only a half day.

On this edition of Houston Matters, we talk with Dr. Susan Landry, founder and director of the Children’s Learning Institute at UTHealth, about what she sees as the benefits of full-day pre-K programs and what other steps she’d like to see taken to maximize those benefits.

Also this hour: A conversation with new Greater Houston Partnership Chair Gina Luna. We discuss how she intends to define her new role with the GHP, what her goals are for her tenure, and her ideas and philosophy for addressing Houston’s needs and challenges.

Then: You may not know the name Bobby Whitlock, but you know his music. He co-wrote, played and sang on the Derek and the Dominos album Layla and Other Assorted Love Songs. (He’s the one playing that piano coda at the end of Layla). He also performed on George Harrison’s triple solo album All Things Must Pass. These days, Whitlock performs with his wife, Coco Carmel. The pair play tonight at McGonigel’s Mucky Duck tonight. Houston Public Media’s Ed Mayberry spoke with them recently and will have an extended profile.

Plus: Today (2/19/15) is The Day of Remembrance, commemorating the thousands of Japanese Americans who were held at internment camps during World War II. In conjunction, a new exhibit at Holocaust Museum Houston called The Art of Gaman showcases art made by some of these internees. We hear from the exhibit’s curator, Delphine Hirasuna, who’s also authored a book on art make at the internment camps.
