State Representative Carol Alvarado of Houston is sponsoring a measure during this legislative session that would create a Texas Gaming Commission. The commission could establish casino gambling in resort areas and in major cities, including Houston.

Meanwhile, law enforcement officials in Harris County and the city of Houston have begun to tackle illegal gambling using game room regulations that went into effect last Spring. Harris County Commissioners approved the rules in December 2013. Houston’s City Council approved an agreement with the county a few months later to also enforce the game room regulations.

We discuss what’s allowed and what’s illegal under these rules, the impact they’re having on game room operations so far, and the challenges of enforcing the new rules.
