VEOPS Expands Plans For Oakdale, La. Refinery

Authorities in Allen Parish, Louisiana have agreed to lease more of the former Arizona Chemical property in Oakdale to Kingwood-based Virtual Energy Operations for a $100 million refinery.

Virtual Engineering Operations, or VEOPS, plans to build the refinery to process 20,000 barrels of crude a day. The facility would produce diesel fuel for farmers, jet fuel and heating oil. VEOPS hopes to increase production to 40,000 barrels a day with construction of a pipeline.

“Our original intent is to help develop the area — actually I grew up in this town — and they’re in desperate need of jobs.”

“We’re seeking to help develop infrastructure in the smaller towns and areas that need jobs. Most of the people have very qualified workers in their community, and they drive a very long way to work.”

Harrington said the additional acreage is needed for an upgrade to the local rail system. Construction is expected to begin in the next two to three months.
