Any registered voter can vote in any party’s primary you will make that declaration when you show up to vote. That will be different if there’s a need for a run-off.
“In the April run-off, you’ll need to vote in the same party’s run-off, you can’t switch parties and vote in a different party’s run-off election in April.”
