Governor Rick Perry is standing by a scathing list of hurricane recovery problems he sent to the head of the Federal Emergency Managment Agency. Perry hasn’t yet received a response to the letter sent Tuesday to Homeland Security Secretary Michael Chertoff who was in Houston yesterday.

Speaking before the Houston Forum, Chertoff offered congratulations to Houston for its handling of Hurricanes Katrina and Rita.

But Chertoff made no comments about FEMA funding. He also did not take any questions from the audience or media. Harris County Judge Robert Eckels says the county is in the same position as the state and city.

Secretary Chertoff’s speech centered on border security which he says is a federal responsibility. He outlined what the administration has done to date and promised there would be more in coming months. Chertoff says local officials can play a roll.

The Houston Police Chief has said the department doesn’t have the manpower to enforce immigration law, adding that homeland security money can’t be used for hiring officers. The Houston Police Department has a long-standing policy of not questioning people about citizenship status.
