For years, the North Forest Independent School District has struggled. Less than two thirds of students there finish high school. So, the Texas Education Agency last year ordered that, unless there was significant improvement within the year, North Forest would be closed.

This week, the TEA upheld that decision, and announced North Forest will merge with HISD, a move Congresswoman Sheila Jackson-Lee calls a "civil rights violation."
