This "how are we doing?"survey asked HISD principals to rate the administration's performance in all areas, and Superintendent Abe Saavedra says while the grades are average to excellent, there's room for improvement. He says availability of substitute teachers got the most complaints, and that's always a problem.

"Part of the challenge there is, frankly, having enough substitute teachers available. The demand varies from day to day, so it's very difficult to really gauge the number of substitute teachers, or associate teachers that we need any given day."

Saavedra says he will work with all departments to improve their performance because it's what taxpayers expect.

"The main focus ensuring that everyone in this central office recognizes that we exist strictly to serve our schools and our students, and for no other reason. If we can't do that well we have no reason to exist, and so we have to improve."
