The mayor has been working on a leaner budget for months now, looking for ways to cut an additional $75 million from city spending after about $200 million in cuts from last year's budget.
Parker says last year was austere and this year is painful.
"Painful is probably an adequate word for those folks who have lost their jobs. It's painful and it is restrictive because there are — it takes us down to bare bones."
Parker would not elaborate on what her budget will include and what will be cut. She plans to announce details at a 12:30 press conference at City Hall. Houston councilmembers have two weeks to review the budget and offer amendments.
