The new rules came about after a 2007 Supreme Court ruling gave the EPA authority to regulate carbon and other gases because of their human health risks. Democrat Gene Green says Congress should act first.
"On something this major on climate control and carbon control, I would really hope the EPA would let the elected officials deal with it."
Republicans and Democrats alike have introduced bills to delay or stop the rules from going into effect. Obama administration officials say people in minority communities are missing work and school due to pollution. And say their effort will create new green jobs to build cleaner technologies.
