Tax Assessor and voter registrar Leo Vasquez says the problem is common.
"Maybe they early voted in the past, so they know that 'I voted at the multi-service center or Bayland or downtown or wherever', so they forget that on voting day, you have to go to your individual precincts."
Anyone who showed up at the wrong precinct was directed by staff to their proper location where they were allowed to vote. And for those who didn't cast a ballot, Vasquez says you can still vote in the run-off election next month.
"Even if you did not cast your vote on the November third Election Day, you still can cast your vote on the December 12th run-off. Also, even if you were not registered to vote, you still have till Novemember 12th to get registered to vote in Harris County to be able to vote in the December election."
As for the low turnout, political observer Bob Steirn says most Houstonians are satisfied with the way things are going in the city and that may have kept more people home.
