"It's up about 5.9% for the average homeowner and about 12% overall."
Harris County Tax Assessor/Collector Paul Bettencourt says that's because assessments took place before the economic downturn.
"The appraised value of the homes and businesses is based on January 1st of 2008.Î¾ The bottom line is you still have to pay on the appraised value, less your exemptions, times the tax rate, equals your tax bill based on the January snapshot of 2008, so you're looking back not forward."
Property taxes can be paid with a credit card in Harris County and this year for the first time VISA cards will be accepted. All credit cards will be assessed a 2.15% fee. The debit card fee is a flat $3.95.

Bettencourt reminds those who have damage from Hurricane Ike that all counties along the upper Texas coast will allow you pay your 2008 property taxes over time.
"You supply your proof of damage and then you can pay your tax bill in four installments with no penalty and interest."
The Harris County Tax Office is now collecting taxes for West University Place, Tomball, Humble and the Harris County portion of New Caney ISD.
