"This covenant says that our commitment to our veterans is not something that ends in one day, that the rituals that we follow of which we are proud is only a part, and probably the least important part of the way in which we honor our veterans. The most important part is how we is how we take care of those veterans and how we support those veterans and their families throughout the year."
Judge Emmett: "By signing this covenant, we're saying we recognize the situation, and we're saying that we will never, never, never forget to honor that service and to live up to our commitment."
The ceremony preceded a parade that wound its way through part of downtown.
