This week, they referred the ordinance back to the administration and it won't come up for a vote again until mid-November.
Houston Mayor Bill White says the delay was necessary.
"There were a number of issues that were raised by the Tax Assessor-Collector. And I think there's meetings that are going on with the Tax Assessor-Collector's office to try to resolve the concerns that they had, mainly various concerns that they had on the administration of the whole thing."
Council also delayed a vote on upgrading the city's public safety radio system. That ordinance will come up on the agenda again next week.
Finally, councilmembers spent a little time talking about the upcoming elections. The mayor was asked what he thought about various candidates using his name and photos in their campaign ads.
"I guess, it's a free country. I don't endorse everybody who uses me in their advertising. But uh...I guess...it makes me feel a little bit better about my job performance than if people avoided me like the plague."
