Every year, officials promote the same message:Be ready, be prepared, have a plan. And every year, thousands, if not millions, of peopleignore them.
"A certain level of apathy sets in to the community because we're now almost three seasons away from a major disaster here in the Houston area."
Davis Henderson is CEO of the Houston Red Cross. He says people usually have to hear a message seven times before they respond.
So the hope is that each time the preparedness messageis repeated, more people will be ready.
"We can't overemphasize the importance of water safety at this time of the year. School is out, families are planning vacations and so many of our vacations are around the water, whether it's a backyard pool or whether it's at the beach or whether it's out boating. It's also close to hurricane season. This is a time for all of us to prepare ourselves because that season lasts for almost six months here on the Texas Gulf Coast."
