The website Thumbtack.com, which helps people hire general contractors, photographers or other professionals locally, partnered with the Kaufmann Foundation to rank the friendliness of states and cities towards small business. Small business owners rank Houston the third best, giving it high marks in almost every category.
Only Austin and Virginia Beach ranked higher.

“We actually ask small businesses what they think of state and local government support of small businesses, how easy is it to start a small business, would you encourage someone else to start a business there?”
The rankings are based on a survey of more than 7,700 small business owners nationwide, and they are interested in results from other states.
“A lot of these people have expansion plans, so they want to know, okay, how are other cities and states doing? And from the government angle, we’ve had state and city officials reach out and say, okay, what are we doing well, what are we not doing well?”
