As state officials look back at what went wrong during the Hurricane Rita evacuation — local and regional officials are looking forward into how an evacuation plan should be modeled in future months and years.

Harris County Judge Robert Eckels says local stakeholders need to consider Houston’s changing transportation landscape and growing population and prepare an evacuation plan that anticipates those factors.

The local evaluation is through the Houston-Galveston Area Council. The HGAC Transportation Policy Committee approved the allocation of $500,000 to scope out a comprehensive plan for the region. HGAC Transportation Planning Director Alan Clark says this effort will not be in competition with the state’s investigation.

Clark says it will be several months before sufficient data are collected. Once a draft is formed, the HGAC’s plan will be open to public comment.
